1. Problems existing in the current placement:
(1) Lack of unified planning and management can easily lead to mass burials. Most are buried in the private lands of relatives and friends and private fields, occupying farmland and woodland. Due to the lack of unified planning and management, the cemetery covers a large area and is relatively scattered, coupled with competition, and the luxury cemetery is increasing, which seriously wastes land resources. At the same time, large areas of mountainous areas are occupied, and deforestation and hardening are serious.
(2) The price of operating a cemetery is high, which is difficult to bear economically. The price of operating cemeteries in urban areas is high, far exceeding the compensation for moving graves, which is an economic burden that most villagers (residents) cannot afford. Moreover, since most of the tombs to be relocated are bodies, such as the purchase of commercial cemeteries after cremation coffins, the owners of the tombs cannot agree psychologically, which will also increase the purchase cost of cremation and urns.
(3) The compensation standard for moving graves is low, and the masses have resistance. However, with the continuous development of social economy, rising prices, labor costs and other costs, as well as local migration and burial customs, the existing compensation standard is far lower than the actual need for large-scale relocation and burial, resulting in the land acquisition process, organizations at all levels and project construction units spend a lot of energy on relocation negotiations. At the same time, this has also led to project delays and economic losses, and even some project construction units have to pay extra subsidies to start the project as soon as possible. It is suggested that the compensation for moving graves should be appropriately raised according to the local price level and actual situation.
2. Some suggestions for the construction of public welfare cemetery:
1) We will strengthen scientific planning. According to the national and provincial regulations on funeral and burial management, in conjunction with the land, planning, environmental protection, forestry and other departments, it is planned to establish 1-2 public welfare cemeteries in towns and villages, not only to provide centralized resettlement for the relocation of tombs, but also to reserve future cemeteries. At the same time, fully consider the psychology and customs of the masses, choose the suburban wasteland with convenient transportation and sacrifice.
(2) Strict construction standards. The construction and use of cemeteries should adhere to the principles of saving land and changing customs, reflect the characteristics of ecology, garden and art, and provide three-dimensional, deep burial and land-saving ecological burial services such as tree (flower, lawn) burial.
(3) Reasonable arrangement of construction funds. Urban public welfare cemetery refers to a non-profit social welfare facility that provides residents with the burial (placement) of ashes or remains. Cemetery land allocation, infrastructure construction and supporting facilities construction funds from the municipal and district finance.
4) Improving systems and norms. All localities should introduce local regulations on funeral and burial management and urban public welfare cemetery management measures as soon as possible, implement the cemetery management regulations, and improve the working mechanism. It is necessary to strengthen the management and service of cemetery areas, and do a good job in the construction of infrastructure and landscaping of cemeteries. The fee standards for urban public welfare cemeteries shall be determined by the price administrative department in accordance with the principle of capital preservation and small profit. All fees collected shall be used for the management, maintenance and construction of the cemetery. At the same time, those who take the initiative to implement ecological burial will be given certain material rewards.
